Phil Nolan

Board Director

Phil Nolan has been a Venture Partner at Blue Delta Capital Partners since 2017, having started with the firm as a member of the Advisory Board in 2011.

Phil was most recently the CEO of Camber Corporation (a portfolio company of New Mountain Capital) which was acquired by Huntington Ingalls Industries (NYSE: HII) in 2016.  Prior to that, Mr. Nolan was the Chairman and CEO of Galeos Group (a portfolio company of Welsh, Carson, Anderson & Stowe).

Mr. Nolan spent 20 years at Stanley, Inc rising to the positions of Chairman, President, and CEO where he took the company public (NYSE: SXE) in 2006.  The company was subsequently bought by CGI Group (NYSE: GIB) in 2010.   Stanley was named to Fortune magazine’s list of the “100 Best Companies to Work For” in 2007, 2008, and 2009 and in 2007, Phil received the Ernst & Young Entrepreneur of the Year Award in the Government Services category.  During his tenure at Stanley, Mr. Nolan also served as Chairman of the Professional Services Council (PSC), the national trade association of the U.S. Federal Government’s professional and technical services industry.

Prior to Stanley, Mr. Nolan served on active duty as a submarine officer in the U.S. Navy’s Nuclear Power Program.  Phil retired as a Captain in the U.S. Navy Reserve after 24 years of service.

Mr. Nolan currently serves as a corporate director for Perspecta, Inc (NYSE: PRSP), Salient CRGT, Metis Solutions, LLC, and The Tauri Group and as an outside director on the Special Security Agreement (SSA) Board for Capgemini Government Solutions. He previously served on the Board of Directors of Camber Corporation, NCI, Inc (NASDAQ: NCIT), as an advisory board member for Pragmatics, Inc. and as an outside director on the SSA Board for Stratos Government Solutions, Inc, a subsidiary of Inmarsat. Phil is a member of the INOVA Health Care Services Board of Trustees, Chairman of the INOVA Fair Oaks Hospital Quality Board, and a past member of the George Washington University’s National Law Center Board of Trustees.

Phil holds a B.S. in physics from the U.S. Naval Academy, an M.S.E. in engineering management from the Catholic University of America, and a J.D. from George Washington University’s National Law Center. He is a member of the Commonwealth of Pennsylvania and Washington, D.C. bars.  He is also a Certified Director through UCLA’s Director Education and Certification Program.
